At the very least, it's possible.
WordPress, in the end, is just a tool. There's no substitute for experience in the use of any tool.
We're willing to bet that for every well-optimized WordPress site, there are hundreds of subpar ones. However, rather than the tool being the problem in these situations, the issue is the craftsman.
